PBX 9-1-1 Alerting System

The Tone Commander 9140 9-1-1 Call Locator® can be installed between any PBX PRI trunk circuit and a Telco PRI line. The 9140 can map up to 60,000 station numbers, making it ideal for supporting networked PBX systems. These ELIN/ANIs can be individual station numbers, workgroup numbers, or department numbers that map to a unique Emergency Response Locations (ERL), such as street addresses, building identifiers, floor numbers, and/or room numbers. For non-9-1-1 calls, the 9140 can map each station to any one of 256 unique numbers, or pass the unmodified station number through to the Telco network.

Caller ID Masking

Most PBX systems can provide either calling party identification (Caller ID) from every station, or block all calling party identification completely on a system-wide basis. 9-1-1 emergency calls should always provide an Emergency Location Identification Number (ELIN) or commonly referred to as Automatic Number Identification (ANI), which is usually a station or department phone number, but for non-emergency calls, some applications may require more selective caller ID options. This level of caller ID flexibility is not available on all PBX systems, or may require expensive upgrades.

You may want general or departmental company calling party identification but not individual calling party identification for specific phones on non-emergency calls. For example, a teacher’s homeroom telephone number should not be identified; instead, outbound calls should provide calling party identification for the front office. Call centers may want calling party identification numbers that direct callbacks to general department numbers or to other departments.

Whatever your reason for wanting to alter your outgoing caller ID for non-emergency calls, if the calling station dials 9-1-1, the proper calling party identification (ELIN / ANI) must be forwarded to the PSAP Emergency Center to ensure correct location identification and to provide a callback number for emergency services.

PRI to CAMA and PRI to Analog Converters

PBX trunk cards are often ISDN PRI (Primary Rate Interface) capable only. Central Office E9-1-1 emergency call circuits may require CAMA (Centralized Automatic Message Accounting) Trunks to provide Automatic Number Identification (ANI) on 9-1-1 calls. The Tone Commander 9130 9-1-1 Call Locator® is a PRI to CAMA converter. The 9130 can also route PRI call traffic to a 2-wire loop-start trunk circuit as well.

On-Site and Remote Emergency Notification

Call alerting options are available that automatically send text and audio alert notification to your designated staff when a 9-1-1 emergency event originates. Notifications are sent via screen pops to any terminal device on your LAN, text messaging to cell phones, pagers and printers, or you can deploy stand-alone Call Alerting Displays in areas where full workstations are not practical. Alerting can be directed to a specified group which is ideal for networked applications, allowing you to alert specific people based on the location the emergency call. The 9140 supports 256 groups.

9-1-1 Call Monitoring and Recording

After key security personnel are alerted when a 9-1-1 call begins, they may need to monitor the emergency call to know how they can best support and aid first responders. Additionally, 9-1-1 calls can be recorded if content validation of the emergency call is needed. This is ideal for identifying or verifying things like prank callers, bomb threats, and false alarms. The Tone Commander 9140 and 9130 offer configuration options for secure dial access monitoring ports and voice recording ports, both are restricted to emergency calls only.

Group Message Broadcast

Along with automatic 9-1-1 emergency call alerting, Tone Commander Call Alerting systems provide an administrator-generated message broadcasting service. The system administrator can create a broadcast message and distribute it to individuals, subgroups, or everyone on the system. Emergency call notifications can also be programmed to automatically generate notifications to predetermined groups. The appropriate emergency alerting group is programmed to be activated based on the calling station’s ELIN/ANI of a 9-1-1 call.

E9-1-1 State Law Requirements for PBX Owners

Location identification of 9-1-1 emergency calls is a legal obligation for PBX owners and service providers in many states. In other states, potential litigation costs far outweigh the cost of preventive measures. Tone Commander Call Locator® systems, such as the 9140 and 9130, are an economical solution to offset these potential liabilities. All makes and models of PBX and VoIP systems are supported, and in most cases, these solutions are less expensive than a PBX upgrade.
